Anti-Harassment, Intimidation and Bullying Resources

The Ohio Department of Education (ODE) offers a variety of bullying prevention resources for families, schools and communities. These resources include a model anti-bullying policy and related presentation materials, a webinar series and links to helpful websites. Districts can take advantage of these tools for help in meeting their legal requirement to establish a policy prohibiting harassment, intimidation and bullying.

Ohio Anti-Harassment, Intimidation and Bullying Model Policy

This State Board of Education-approved model policy contains procedures for reporting, documenting and investigating incidents of harassment, intimidation and bullying (including cyber bullying) as explained in the Ohio Revised Code. Anti-Harassment, Intimidation and Bullying Model Policy

Ohio Anti-Harrassment, Intimidation and Bullying Initiative

ODE and several state agencies have formed the Ohio Anti-Harassment, Intimidation and Bullying Initiative (HIB) to sponsor professional development about Ohio's Anti HIB Model policy and best practices for creating a safe and supportive learning environment.

  • Ohio Schools Anti HIB Policy Implementation (video) - This nine minute video covers six components of a district Anti-Harassment, Intimidation and Bullying policy that are essential to policy implementation. Strategies are provided for Ohio’s educators and staff for keeping students safe and combatting harassment, intimidation and bullying.

  • The Anti-Bullying Guidance document provides direction to principals, parents and professionals when implementing Ohio’s Anti-Harassment, Intimidation and Bullying Policy. This guidance explains the role of the Ohio Department of Education and the local school district when addressing bullying behavior. The steps provided help identify, investigate and intervene in bullying behavior as local school districts and communities address student-to-student bullying incidents.

  • Guidance for Student Action Planning - After a HIB incident has been reported and investigated by the principal or designee, a Student Action Plan should be developed to safeguard all students (bullied, bully or bystander) from further incidents of harassment, intimidation and bullying including teen dating violence, cyber bullying, bullying on the school bus or human trafficking.

  • A Plan for School-wide Safety - Aligned with the framework for school safety planning, the following outline informs what schools should to do prevent and address further incidents of harassment, intimidation and bullying including teen dating violence, cyber bullying, bullying on the school bus or human trafficking.

  • U.S. Department of Justice, Community Relations Service - The Community Relations Service is the Department's "peacemaker" for community conflicts and tensions arising from differences of race, color, and national origin. Two additional resources available from the The U.S. Department of Justice are a Resource Guide Addressing Issues of Hate Bias and Bullying in the School and a fact sheet on the Community Relations Service.

  • U.S. Department of  Justice, Office of Juvenile Justice and Delinquency Prevention's Model Programs Guide (MPG) contains information about evidence-based juvenile justice and youth prevention, intervention, and reentry programs. It is a resource for practitioners and communities about what works, what is promising, and what does not work in juvenile justice, delinquency prevention, and child protection and safety.

  • U.S. Department of Education, What Works Clearinghouse - Established in 2002 by the U.S. Department of Education's Institute of Education Sciences provides educators, policymakers, and the public with a central and trusted source of scientific evidence of what works in education.

  • Safe and Supportive Schools - The Safe and Supportive Schools Technical Assistance Center (SSSTA) is funded by the U.S. Department of Education’s Office of Safe and Healthy Students to help address many factors that impact the conditions for learning, such as bullying, harassment, violence, and substance abuse.

  • Find Youth Info - This federal website provides interactive tools and other resources to help youth-serving organizations and community partnerships plan, implement, and participate in effective programs for youth. 

  • Stopbullying.gov - provides information from various government agencies on what bullying is, what cyberbullying is, who is at risk, and how you can prevent and respond to bullying. In addition these is a Bullying Prevention Training Module Presentation that can help you lead bullying prevention efforts in your local community.

  • National Center for Mental Health Promotion and Youth Violence Prevention - provides training and technical assistance to Safe Schools/Healthy Students and Project LAUNCH grantees funded by the U.S. Departments of Education and Justice and Substance Abuse and Mental Health Services Administration (SAMHSA) in the U.S. Department of Health and Human Services. National Center staff work with school districts and communities as they plan, implement, and sustain initiatives that foster resilience, promote mental health, and prevent youth violence and mental and behavioral disorders.

  • Search Institute - is a leader and partner for organizations around the world in discovering what kids need to succeed. Their focus is on deepening understanding and working with partners to improve the lives of young people in three critical areas: developmental assets, developmental relationships, and developmental communities.

  • SAMHSA's National Registry of Evidence-based Programs and Practices (NREPP) - this site is provided by the US Department of Health and Human Services Substance Absuse and Mental Health Services Administration (SAMHSA). NREPP is a searchable online registry of more than 300 interventions supporting mental health promotion, substance abuse prevention, and mental health and substance abuse treatment. NREPP connects members of the public to intervention developers so they can learn how to implement these approaches in their communities.

  • VetoViolence – a new and improved website by the Centers for Disease Control and Prevention provides interactive and engaging evidence- and practice-based tools, trainings, and resources to help you stop violence before it happens in your community.

  • KnowBullying - The free app from SAMHSA that can prevent bullying. KnowBullying has simple conversation starters to begin a discussion with your child.

  • The Relationship between Bullying and Suicide: What We Know and What it Means for Schools - released by the Centers for Disease Control and Prevention summarize the latest research on the relationship between bullying and suicide-related behavior and suggests school-based strategies to prevent and control bullying and suicide-related behavior. Included are relevant research findings reported in the Journal of Adolescent Health’s July 2013 Supplement, “Bullying and Suicide: A Public Health Approach.”

  • PACER’s National Bullying Prevention Center - In response to the need to raise awareness of bullying behavior PACER reached out to the community through partnerships with education based organizations such as National PTA, American Federation of Teachers and National Education Association to provide schools, parents and students with resources to respond to bullying behavior and to begin the shift of societal acceptance of bullying to social change of addressing the issue through education and support.

  • The Cyberbullying Research Center is dedicated to providing up-to-date information about the nature, extent, causes, and consequences of cyberbullying among adolescents.

  • The Center for the Study and Prevention of Violence (CSPV) at the University of Colorado at Boulder designed and launched the Blueprints for Violence Prevention Initiative in 1996 to identify and replicate effective youth violence prevention programs across the Nation. The 11 model programs, or Blueprints, have been proven to be effective in reducing adolescent violent crime, aggression, delinquency, and substance abuse and predelinquent childhood aggression and conduct disorders.  

  • Kansas Safe School Resource Center - offers resources, including a model policy on peer mediation, peaceful problem solving, school climate plans, and integrating conflict resolution instruction into existing curricula.

  • Ohio Mental Health Network for School Success(OMHNSS) - based at Miami University, this network includes a School and Community Continuum of Services whose goal is to build collaborative relationships with schools and community agencies to address the mental health and school success of children and adolescents through the promotion of expanded school mental health programs and services. The intent is to promote the development and implementation of effective programs to enhance healthy psychological development of school-age students and reduce mental health barriers to learning.

  • Fact Sheet for School Personnel - The fact sheet presents the responsibilities of school districts for local policies, general guidelines for educators and links to useful resources.

  • Strategies and Resources for Creating a Safe School Climate - One job of the local board of education is to support the district's schools in creating environments where students and staff are safe and encouraged to succeed. The featured article provides strategies for policy implementation and resources to prevent harassment, intimidation and bullying in Ohio schools.

  • U.S. Department of Education - Provides Guidance to Help Classroom Teachers Combat Bullying - The U.S. Department of Education has released a free, two-part training toolkit designed to reduce incidents of bullying, for use by classroom teachers and educators.   • Educators Guide to Cyberbullying and Cyberthreats - this guide provides educators with insight into these concerns and guildelines to prevent and respond to cyberbullying and cyberthreats.

  • Olweus - Litigation for Cyberbullying - legal issues for school personnel in regards to cyberbullying.

  • Ebased Academy - The Ohio Department of Education in conjunction with the Ohio Department of Mental Health and Addiction Services offers a free, online career development resource for health and human service professionals and educators in the state of Ohio. For more information click here.

  • New Bullying and Suicide Resource for School Personnel - in April 2014, the Centers for Disease Control and Prevention released, The Relationship between Bullying and Suicide: What We Know and What it Means for Schools. The resource describes the most current research findings about the relationship between bullying and suicide among school-aged youth; and evidence-based suggestions to prevent and control bullying and suicide-related behavior in schools.

  • Teen Relationship Guide - provided by the Ohio Domestic Violence Network, this guide represents the best understanding of teen relationship violence and how to repond to it at this time.

  • Lessons from Literature - a program that assists teachers in the use of the books and material already teaching to facilitate discussion and build awareness about physical, verbal and sexual abuse.

  • DATING MATTERS: Understanding Teen Dating Violence Prevention - is a free, online course available to educators, school personnel, youth leaders, and others working to improve the health of teens. It features interviews with leading experts, dynamic graphics and interactive exercises, and compelling storytelling to describe what teen dating violence is and how to prevent it.

  • Centers for Disease Control and Prevention: Teen Dating Violence - provides information on consequences and risk factors related to teen dating violence as well as additional resources on this subject.

  • Violence Education Tools On-Line - Veto Violence provides free accredited training, resources and success stories on violence prevention.

Resources for Students with Disabilities

  • The Office for Civil Rights (OCR) in the U.S. Department of Education continues to protect the rights of students with disabilities through the vigorous enforcement of Section 504 of the Rehabilitation Act of 1973 (Section 504) and Title II of the Americans with Disabilities Act of 1990 (Title II).   • PACER'S National Bullying Prevention Center - many of PACER's resources have an emphasis on students with disabilities but they are designed to be used by all students—those with disabilities and those without disabilities; those that are bullied, those that witness bullying and those that bully.

  • Anti-Bullying and Disabilities - Bullying impacts 60% of individuals with disabilities. Awareness, education, and action are needed for these statistics to change. OCALI (Ohio Center for Autism and Low Incidence) has gathered resources to increase awareness, provide education, and to promote taking action. Resources include webcasts for educators and families, websites, anti-bullying program information, and books by grade level.
